Required Documents
Generally applying for MOEF Permission requires the following documents:
- Application Form: Application form, completed and signed according to MOEFCC instructions
- Commercial Registration Documents: Company registration documents, GST statements etc
- Import/Export Permit: Materials which clearly indicate one is currently holding and in possession of a DGFT import/export license
- Environmental Clearance: Any previous environmental clearances, or approvals received (if any exist). — in compliance with the P.W.M. Act 1976.
- Waste Identification Data: Clear identification of waste for numbering it under the Hazardous Waste Management Regulations
- Rubbish Disposal Plan: A detailed plan on how waste disposal will proceed

- End Disposal Certificate: If necessary, a certificate stating where and how waste will finally be disposed along with an explanation that it complies with environmental regulations in compliance with the Plastic Waste Management Regulations 2016.
- Customs Clearance: Copies of customs clearance forms for waste coming into/out of China (in case such exist).
- Consent from Other Authorities: Consents of other regulatory agencies, such as CPCB or SPCB.
Procedures and Arrangements
- Organize Documents: Get together all necessary documents including the waste management plan, import/export licenses and environmental clearances.
- Submission: Once the form is completed, submit it along with the requisite additional information (if needed) to the Ministry of the Environment, Forest and Climate Change (MOEFCC).
- Assessment done by the agency, including the waste management plan appearing in the application and conformity with legislation. Results of Review will be sent to applicants within 30 days.
