INTRODUCTION

To preserve, protect and improve the quality of environment for both current and future generation Andhra Pradesh Pollution Control Board was established. APPCB is a persistent defender of integrity of the environment and sustainability. In accordance with the Water (Pollution and Control of Pollution) Act of 1974 and the Air (Prevention and Control of Pollution) Act 1981, APPCB was made in the state of Andhra Pradesh.

Andhra Pradesh Pollution Control Board responsibility is to manage hazardous waste, issue licenses and permits to business and industries that fall within its purview, conducting environmental impact studies and regulating air and water pollution. APPCB is a regulatory body to uphold the concepts of sustainable development and environmental conservation and to regulate various aspects of pollution control and environmental management throughout the state.

It is APPCB’s most important purpose to encourage responsible environmental stewardship and environmental awareness among businesses, communities and individuals and APPCB is dedicated to do so. The board aims to promote the adoption of cleaner technology and practices as well as pollution control measures for sustainable development and environmental protection balance.

APPCB goal is to achieve an environment that is healthy, clean and sustainable which will result in prosperity and well-being of all its citizens. With a combination of strict rules, strong enforcement mechanisms and proactive initiatives it tries to reduce the negative effects of pollution on human health, the ecosystem and the general quality of life.

To guide Andhra Pradesh in the direction of a future that is more sustainable and economically resilient APPCB was created as a regulated body in the field of environmental governance. The APPCB aims for a future that is cleaner, greener and sustainable for all its residents with its unshakeable commitment to achieve the goal.

• Consent to Establish (CTE): Consent to Establish is a crucial authorization given by APPCB. It guarantees that the suggested action will be in accordance with the environmental norms and regulations from the beginning. It is a certification that an industry, process, or plant that has potential to create pollution must be granted by APPCB before it can be established, expanded, or modified.
• Consent to Operate (CTO): This certification guarantees continued compliance with the requirements set forth by the board for pollution control measures. Consent to Operate (CTO) is to be applied by any industry or factory which is being created and put into operation.
• Authorization under Hazardous waste management rules: The industries that produce hazardous waste must get authorization under Hazardous waste management rules by APPCB. This license helps in reducing hazardous waste for public and environmental health by ensuring appropriate handling, storage, transportation, treatment, and disposal of hazardous waste.
• Authorization for management of biomedical waste: The healthcare facilities- including clinics, hospital and labs need to have authorization from APPCB to handle the biomedical waste. This permit ensures safe collection, segregation, treatment, and disposal of biomedical waste. This permit also helps in avoiding contamination of environment and prevention of endangering public’s health.
• Authorization for Solid Waste Management: Organizations like local government and private organizations that oversee management of municipal solid waste must be granted this permit by APPCB. This permit ensures adherence to laws which control the collection, handling, transportation, disposal and treatment of the waste.
• Authorization for Plastic Waste management: Authorization for Plastic Waste Management: Producers, Importers, and Brand Owners (PIBOs) under PWM (Plastic Waste Management) Rules, 2016, Rule 13(2) are required to be registered with APPCB. Recyclers of plastic waste under PWM Rules, 2016, Rule 13(3) must be registered with APPCB. Also, the manufacturers who create plastic that producers utilize as a raw material are also required to be registered with APPCB under PWM Rule, 2016, Rule 13(4).
• Monitoring and Compliance Reporting: To monitor the waste production, emissions, effluent discharge and standard compliance, all the businesses and industries that are subject to APPCB regulation must periodically track and report on their environmental performance.
• License and Certificate Renewal: To ensure continuous adherence to environmental norms, most of the licenses, certificates and authorization APPCB grants have a set validity time after which they need to be renewed.
